NKorea poses threat to China, Russia - US admiral

Admiral Harry Harris, who heads the Pacific Command, spoke during a visit to Japan after North Korea's latest ballistic missile test raised further alarm over the pace of its weapons development.

The situation on the Korean peninsula has grown increasingly tense from the series of missile launches and nuclear tests conducted by Pyongyang in recent months, all of which are claimed to be in violation with the UN Security Council resolution.

After the missile launch on Sunday, the United States, Japan and South Korea called a UN Security Council meeting to press North Korea to change course and dismantle its missile and nuclear programmes.

Haley said the USA and China have been working on "a unified plan" on how to approach North Korea that would include stronger implementation of existing sanctions and tougher new sanctions.

She indicated that if a new test looked to be long range and if it leans towards an intercontinental ballistic missile that could reach the United States, Washinton and Beijing have agreed to take action.

The latest launch appeared to fulfill both criteria, Haley said, "so I believe that China will stay true to that, and that we'll come together on how we're going to do that". A closed-door emergency Council session will be held in on Tuesday.




Haley said the worldwide community wants to be able to support North Korea, but as long as it continues trying to grow its nuclear programme with missile tests, North Korea would remain an "island".

Uruguayan Ambassador Elbio Rosselli, the current council president, said after the meeting that members are united in condemning the latest missile launch as "a serious threat to global peace".

North Korea has made no secret of the fact that it is working to develop a nuclear-tipped missile capable of striking the U.S. mainland and has ignored calls to rein in its nuclear and missile programs, even from China, its lone major ally.

South Korea urged the North to pick up the phone, saying it's time for the rivals to reopen communication channels that have been suspended for more than a year amid rising tensions. They're trying to strengthen their muscle with no cause.

Separately, Mr Moon's envoy to the United States is travelling to Washington for talks about North Korea with United States president Donald Trump. Haley said, adding that Russian Federation had it "all wrong".
