European Union wants Brexit talks to start the day after United Kingdom vote

Ms Merkel's remarks came after Michel Barnier said Brexit talks will start hours after the General Election, adding he is not aiming for "no deal or a bad deal". The relation soured to the lowest point after a dinner meeting between the European Commission president Jean-Claude Juncker and Theresa May got leaked to a German media and Mr. Juncker criticized the United Kingdom of having delusional expectations.

The draft document, due to be discussed by the executive Commission on June 7 ahead of potential publication, said Brexit made it necessary to ensure businesses remaining in the European Union would have access to strong capital markets.

European Union president Donald Tusk, speaking in Strasbourg, renewed calls for an orderly United Kingdom withdrawal, stressing the need for a "phased approach" to talks.

"We will make our guidelines more precise when the time comes, namely when sufficient progress in the first phase is achieved", Tusk told MEPs. "We are in this absurd situation where 85% of the budget is spent through automatic redistribution mechanisms such as the CAP and cohesion funds, and then the functioning of the European Union absorbs a share of what is left so that we are left with only symbolic amounts to channel into real policies".

"We can see that the engine room of the European Union is functioning strongly, we can see that we have good priorities, sound priorities for the future of Europe", he asserted. "We now have a clear, balanced, fair line as far as Brexit is concerned and an excellent negotiator who we fully back". "This reinforces the position we took at an early stage", said Manfred Weber, EPP leader.




"We have to create the foundations of ongoing trust, that we need to build the future relationship with the United Kingdom", he said, outlining the need for an orderly withdrawal agreement.

"It's about taking this opportunity of these negotiations between London and Brussels to actually reflect about ourselves, to discuss about ourselves, and about where the European Union is going", he stressed.

European Council President Donald Tusk, who will oversee the negotiations that will take Britain out of the EU, said on Wednesday he wanted other member states to be fair towards London, while retaining their unity.

Mr Barnier said the UK's financial liabilities will be dependent on the date of Brexit and the methodology adopted, adding the European Council will "work with the Brits, very calmly" to reach an agreement. "We hope to start negotiations as soon as possible, the day after the elections May has called for the June 8", he told the European Parliament, meeting in Strasbourg.
