The bill, if signed into law, would forbid the removal, renaming or adjustment of any military monument in the state, including Confederate monuments, unless a majority of voters in a city or parish approve them.

Now the measure goes to the state Senate for consideration, but Carmody told reporters even if it passes and is ultimately signed into law, it likely won't stop the ongoing removal of the four Confederate monuments in New Orleans, the Advocate reported.

Democratic Governor John Bel Edwards on Tuesday called the bill "problematic", impractical and unnecessarily divisive, but he did not say whether will veto it if it comes to his desk. The monuments could only be torn down following a vote by the public.

While Louisiana's Confederate past "is certainly a part of our history, can we say it's the best part?"

After the vote, every black representative - each of whom had voted against the measure - left the House floor.

New Orleans recently removed two of four statues honoring Confederate-era figures.

"For example, to require a vote of people before any of these not just statues or plaques or monuments, but any structure, can be altered or moved".




House Speaker Taylor Barras, who supported the bill, said he's concerned that the issue's divisiveness could impact other debates.

"We were and are wounded because the bill attempts to rewrite history by honoring those who not only rebelled against the United States, but who fought to maintain man's greatest inhumanity to man", state Rep. Joseph Bouie (D) said at a press conference Tuesday, May 16, surrounded by several members of the Black caucus. The incidents came a week after nine black congregants at a Charleston, South Carolina, church, where killed in a racially motivated attack. For one, an advisory committee in Shreveport, another predominately black city, has held multiple hearings on the future of a Confederate memorial standing outside the Caddo Parish courthouse, the Advocate reported.

Carmody was the only lawmaker to speak in favor of the bill Monday. He said its aim is not to preserve Confederate monuments so much as to give local residents a say in the issue.

"I was disappointed to look up at the scoreboard and see how people who I consider friends voted on this", said New Orleans Rep. Gary Carter, a Democrat, "especially after we were able to express to them the personal nature and the offensive nature of this".

New Orleans prohibits police officers from asking suspects about their immigration status.

The City Council voted in 2015 to have the monuments removed, but because of legal battles, none were removed until three weeks ago.
