Korean officials meet in attempt to fix ties

South Korea and the United States have agreed to use all means, "including sanctions and dialogue", to try to persuade North Korea to give up its nuclear-weapons program, the South's presidential office said Tuesday after a meeting with an aide to President Donald Trump.

"North Korea seems to be very aware of the USA attack on Syria, it quoted Jiro Ishimaru, editor for North Korean magazine Rimjingang as saying, according to South Korea's Yonhap News Agency". Earlier in the day, he met Japanese leaders to discuss Pyongyang's missile and nuclear programmes.

The United States says it will punish North Korea if it provokes again.

Weighing on the latest missile test while in Beijing on Sunday, Russian President Vladimir Putin urged all parties, including those whom he said are "intimidating" North Korea, to drop their alarmist rhetoric and stop saber-rattling, and instead focus on a diplomatic solution to the crisis.

In the letter to 192 United Nations members and two observer states - dated Thursday - North Korea urged them to "reconsider any of their implementation activities until the legality of those "sanctions resolutions" are to be clarified". The test was especially galling as Beijing had reached out to North Korea to send representatives to the forum, a move that was criticized by other participants for sending the wrong signal to Pyongyang.

When asked what the United States would do if it was confirmed that North Korea had been behind the major ransomware attack plaguing computer systems across the globe, Haley said: "Sadly, it wouldn't be a surprise". South Korean businesses have faced boycotts, especially the retail group Lotte which provided the land on which the missile shield is being constructed.




Last weekend the secretive state tested a new missile it claims is a new medium-long range ballistic rocket which could carry a nuclear warhead.

In a press statement attached to its letter, North Korea's UN mission accused the United States of trying to intimidate countries into fully implementing UN sanctions by "openly threatening that they would be faced with "strong measures of sanction" by the USA".

Haley reiterated that Washington's doors are open for dialogue, but only under the strict condition that the North changes its behavior.

China's top diplomat, Foreign Minister Wang Yi, on Thursday reiterated calls for its dismantling.

"We hope the new government will correct the problems that we have encountered and take effective measures and positions as soon as possible to remove the obstacles that have been placed on the road to good relations between our two countries", Wang said in comments in front of reporters. The North is counting on that dynamic to drive a wedge between the states with stakes in Northeast Asia - South Korea, China, Russia, Japan and the US - that are crucial to the success of any campaign to force Pyongyang to negotiate.
