South Korea's Moon says 'high possibility' of conflict with North

The official [North] Korean Central News Agency said Kim "warned the U.S. not to disregard or misjudge the reality that its mainland and Pacific region operations are in [North Korea's] sighting range for a strike and that it has all powerful means for a retaliatory strike".

Yesterday, the USA said it could persuade China to impose new United Nations sanctions on North Korea.

Hong also lauded Trump's efforts to pressure China to resolve the North Korea nuclear issue.

"Kim Jong-un is not afraid to fail in public and every test he makes is a success because it takes North Korea one step closer to being able to deliver a nuclear-equipped missile anywhere in the world".

North Korea's deputy United Nations envoy said "it is ridiculous" to link Pyongyang with the WannaCry ransomware cyber attack.

South Korean Unification Ministry spokesman Lee Duk-haeng told reporters that the government's most basic stance is that communication lines between the South and North Korea be reopened.

The missile launched Saturday reportedly covered a distance of 700km before descending into the Sea of Japan (also known as the East Sea), according to South Korean and Japanese militaries' data. Admiral Harry Harris, in discussing a stronger world response to North Korea's nuclear weapons program, stated, according to the Diplomat, "I firmly believe that the United States, Japan, South Korea, Australia, China, Russia and every nation who considers itself to be a responsible contributor to global security, must publicly and privately work together to bring Kim Jong-Un to his senses, not to his knees".

The missile launch was detected by new THAAD anti-missile system installed in South Korea, which is equipped radar that Raytheon claims can track a baseball hit out of a park from hundreds of miles away.

Moon made his comments hours after South Korea, which hosts 28,500 US troops, said it wanted to reopen a channel of dialogue with North Korea as Moon seeks a two-track policy, involving sanctions and talks, to try to rein in its neighbour.

In Seoul, some citizens expressed frustration.

The Security Council, which has imposed six rounds of sanctions on the North, discussed possible further action at Tuesday's meeting. "Having a missile test is not the way to sit down with the president, because he's absolutely not going to do it", she told ABC. Dubbed the Hwasong-12, the missile is thought to be capable of flight to a range of around 4,500 kilometers, putting it in the higher ranges of what the United States considers an "intermediate-range" capable system (with a range between 3,000 to 5,500 kilometers).

Analysts estimated its range as 4,500 kilometers which would put the USA territory of Guam in the western Pacific within its reach. North Korea's testing of the new missile system may make it more hard for Moon to follow along the path of reconciliation, However, in his first key appointments Moon appointed supporters of the earlier Sunshine Policy of improving ties with the North, to the positions of prime minister and head of intelligence.
