Some fans and media had criticized the previous, stricter rules, calling the NFL the "No Fun League" for giving 15 yard penalties and even fines in the thousands of dollars to players whose celebrations violated rules, CBS News reported. This new designation, will allow National Football League teams to pick through impending free agents, strengthening their roster prior to week one. It'll also give more players an opportunity to step up and prove themselves in that remaining game. "We know that you love the spontaneous displays of emotion that come after a spectacular touchdown", said Goodell. According to NFL Research, there have been 83 overtime games over the last five seasons, 22 of them lasting at least 10 minutes into overtime (the average time elapsed in overtime in the last five years is 7 minutes, 43 seconds). Previously, teams first pared the roster from 90 to 75 players. Now, there will be more bodies available for that final game, and it will help teams not have to play key players, if they don't want to.




But the league isn't getting carried away either - it will still penalize any celebration deemed offensive or in bad taste, including those that embarrass opponents or mimic the use of weapons. But there still will be some actions that result in unsportsmanlike conduct penalties.

It's likely to change the frantic pace overtime periods are played. This would allow both players to return from injured reserve to practice after six weeks, and be activated after eight weeks.
