US, China debating when UN should act on North Korea - Haley

Riki Ellison, founder of the Missile Defense Advocacy Alliance, described the test as "vital" prior to launch.

The Security Council first imposed sanctions on Pyongyang in 2006 over its ballistic missile and nuclear programs and has ratcheted up the measures in response to five nuclear tests and two long-range missile launches.

During the test, an ICBM-class target was sacked from the Ronald Reagan Ballistic Missile Defense Test Site in the Marshall Islands and a ground-based interceptor was launched from Vandenberg Air Force Base, California, and its exo-atmospheric kill vehicle "intercepted and destroyed the target in a direct collision", the Pentagon said.

This week's successful ICBM intercept test by the United States sends a clear message to North Korea that the U.S. is capable of shooting down any oncoming missile from the communist nation, a senator said Wednesday.

A US interceptor scored a direct hit and appeared to result in the "complete obliteration" of a mock warhead over the Pacific Ocean in what the Pentagon said Wednesday was a realistic test that mirrored the missile threat from North Korea and Iran.

"The intercept of a complex, threat-representative ICBM target is an incredible accomplishment ... and a critical milestone for this program", MDA Director Vice Adm. Jim Syring said.

Philip E. Coyle, a senior science fellow at the Center for Arms Control and Non-Proliferation who formerly headed the Pentagon's office of operational test and evaluation, said that the test was barely realistic and voiced doubts about the overall success of the GMD program.

The article stated North Korea's "nuclear deterrent" has been able to break through the "atrocious" challenges and trials posed by "U.S. imperialists". He tells The Associated Press, "In several ways, this test was a $244 million-dollar baby step, a baby step that took three years".

It came a day after North Korea test-fired yet another ballistic missile, the latest in a series of launches that have ratcheted up tensions over Pyongyang's quest to develop weapons capable of hitting the United States.

During the test, an ICBM-class target was launched from the Reagan Test Site on Kwajalein Atoll in the Republic of the Marshall Islands. The military says that missile struck the target outside the Earth's atmosphere in what the Pentagon called "a direct collision" - and destroyed it.

Syring compared the defensive tactic to "hitting a bullet with a bullet".

The first stage is to intercept an incoming ICBM with an SM-3 missile fired from an Aegis ship in the Pacific. With congressional support, the Pentagon is increasing by the end of this year the number of deployed interceptors, based in California and Alaska, to 44 from the current total of 36.

"Based on all the data we've received to date, all indications are that all our system performed exactly as designed", he said.

Syring said the next test will be in the fall of 2018 and involve a mock ICBM as the target.
