But the move by the two Democrats is well-timed for maximum presidential embarrassment: Mr Comey is scheduled to testify before the Senate Intelligence Committee later this week.

Democratic Sens. Jon Tester of Montana and Claire McCaskill of Missouri both reiterated the importance of getting the facts first.

"In order to take the politics out of it - for the benefit of the country - we need to make sure we get the facts and the elements of what we have to prove".

"I don't think it's time to talk about anything like that until we see the evidence", McCaskill told Fox News last month. Lawmakers can pass articles of impeachment by a majority vote.
