With Illinois heading toward a third straight year without a budget, Illinois Republicans presented a familiar "compromise" spending and reform plan Wednesday they argued could end the gridlock. "And together, we will move our state forward to a better and brighter future".

The special session will be June 21 to June 30.

Democrats already have approved bills to change the school funding formula, update rules on worker injury insurance and allow for consolidation of local governments, but Rauner is dissatisfied with them.

While the governor said it will last until a budget is passed, Schimpf said lawmakers are looking to pass a budget before the fiscal year ends on June 30th.

It calls for a four-year property tax freeze, term limits and other changes for an income tax increase that expires after four years.

But while the Senate budget also cut income tax rates, House Republicans preferred targeted tax breaks for industries.




If the Legislature fails to pass a budget before July 1, the state faces additional difficulties, including further downgrades in its credit rating, removal from the Powerball and Mega Millions lottery games, and lawsuits filed by a consortium of social service agencies for failure to pay its contracts.

House Speaker Michael Madigan says Rauner's agenda would hurt middle-class families.

Rockford Representative Litisa Wallace (D-Rockford) said she was also concerned about the amount of budget cuts in the Senate Plan.

Brady said people expect Governor Rauner to lead, and if that means forcing the legislature to do its job, he is in full support of it.

"I'm not sure where Governor Rauner was during the first half of the year, but the Senate did his work and balanced his spending plan using the numbers and tax rate he wanted", Patterson said, urging Rauner to work with legislators in the House.

"Today, I'm calling the General Assembly back here to Springfield - a continuous special session that will start next week and stay in effect until a balanced budget is passed", Rauner said.
