The security talks between US and Chinese diplomats and defence chiefs are occurring amid outrage in Washington over the death of Otto Warmbier days after the American student was released from imprisonment in North Korea in a coma.

"We hold North Korea accountable for Otto Warmbier's unjust imprisonment", State Department spokesman Heather Nauert said Tuesday.

However, on the eve of a high-level meeting with China, Pyongyang's largest trade partner and closest ally, the Trump administration has sounded a more cautious note, saying that they hold North Korea responsible for Warmbier's death but giving no indication of how they will respond. His death Monday added fuel to the fire, triggering calls for tougher sanctions on Pyongyang and a travel ban for USA tourists. "At least I know China tried!" he wrote via Twitter. Obama's office had no reaction, but his former aides have said he worked tirelessly to try to get Warmbier and other Americans released from North Korea.

The U.S. and North Korea have no diplomatic relations.

Tuesday's bomber flight is just the latest demonstration of U.S. military might in recent months aimed at sending a message to North Korea and its leader Kim Jong Un - and the sixth B-1 bomber flight conducted by the United States since April 1.

"Working with such a country, we must achieve the goal of the complete dismantlement of North Korea's nuclear program".

"That should never ever be allowed to happen", Trump said in the Oval Office.

In the House, lawmakers lined up behind legislation from Rep. Adam Schiff, a Democrat, and Rep. Joe Wilson, a Republican. Some of those companies - including China-based Young Pioneer Tours, which took Warmbier to Pyongyang - have now stopped taking Americans.

"This has the merits of protecting Americans from going to a place of increasing danger, but also drying up one source of our currency for North Korea", Schiff said in an interview. In a statement the company said, "The assessment of risk for Americans visiting North Korea has become too high".

He was sentenced in March 2016 to 15 years of hard labour for allegedly stealing a political poster from a North Korean hotel during a tourist trip.
