May lost her majority in the 650-seat parliament in a snap election she called earlier this month and she now requires the backing of the 10 DUP members to ensure she can pass legislation.

This means some of her more controversial pledges would not have enough support to progress through Parliament.

The Queen confirmed that there would be a full public inquiry into the Grenfell Tower fire and that an independent public advocate, who will act for bereaved families after public disasters, would be introduced.

After the recent terror attacks, May came under criticism for cutting 20,000 officers from police forces in her time as Home Secretary, and senior politicians, including London Mayor Sadiq Khan, have openly called on her government to boost police numbers.

A new strategy for resilience in major disasters could include a Civil Disaster Reaction Taskforce to help at times of emergency. The Conservative-majority government of David Cameron offered 27 in 2015 and 24 in 2016. This year, the Queen's Speech has been delayed by two days because of Mrs May's disappointing snap election results.

Suspicions that the demands of Brexit and the lack of an overall majority have forced the Government to cut back on its activities in other areas are amplified by the fact that eight of the bills are specifically targeted at delivering European Union withdrawal and several of the others cover only relatively minor reforms.
