Heavy rain, winds, tornado warnings as Cindy heads inland

NEW ORLEANS (AP) - A suspected tornado near Birmingham, Alabama, flattened businesses and injured one person Thursday, while the mayor of a coastal Louisiana town urged residents to evacuate ahead of a rising tide - two lingering effects of a weakening Tropical Depression Cindy that was fueling harsh weather across the Southeast.

The U.S. National Hurricane Center says Cindy's maximum sustained winds have decreased to near 40 miles per hour (64 kph) with continued weakening expected over the next two days. The National Hurricane Center stopped tracking Cindy as it downgraded, turning it over to the NOAA's Weather Prediction Center.

The Houston area was expected to get a couple inches of rain through Thursday.

And in Ocean Springs, Mississippi, there was another worry in a neighborhood where streets and some homes flooded Thursday.

Around the Interstate 20 corridor, Stefkovich said rain amounts have been 2 to 4 inches over the last day and a half, with another 1 to 3 inches expected. Crews in Memphis cleared storm drains Thursday to help prevent flooding.

The National Weather Service said a combination of the remnants of former Tropical Storm Cindy and severe weather from a cold front expected to push through Friday night raise the risk of flooding late in the week. The heavy rain threat continues through the first part of the day Saturday as a cold front combined with Cindy's remnants works through the tri-state.

The remnants of the tropical storm actually began tracking northward Thursday. Flash flood watches were in effect in much of Kentucky.

Under what the NWS termed a "reasonable worst-case scenario" for the tropical storm's arrival, rainfall totals of 4 to 6 inches are considered possible from Thursday night through Saturday, producing widespread flooding or flash-flooding of creeks and small streams and minor to moderate flooding in several main stem rivers.

In Tennessee, Memphis Light Gas and Water reported that as many as 10,000 customers were without power Friday morning, amid local reports of heavy rain, gusting winds and some morning traffic snarls. Nolan McCabe, 10, of St. Louis, Missouri, was vacationing with his family on the Alabama coast when he was hit by a log washed in by a large wave.

Alabama state officials say the insects known as red imported fire ants can present a potentially serious health threat to people and animals during severe flooding. Partly sunny, with a high near 77.

In addition to bands of drenching rain, the storm brought high winds and numerous, short-lived tornadoes and waterspouts. These storms should remain below severe weather limits.
