Trump's new policy will ban most USA business transactions with Cuba's Armed Forces Business Enterprises Group but will make some exceptions for air and sea travel, Reuters reported. The new rules include prohibitions against Americans spending money on businesses controlled by the military, which has a wide reach in the Cuban economy. "Because if they had, they'd know that the only thing that restricting travel will do is devastate Cubans working in the private sector who have relied on American visitors to provide for their families".

The Trump directive will try to police travel to Cuba to stop illegal tourism, but, officials said, Americans traveling to Cuba can still bring back cigars.

"We think we have achieved very little in terms of changing the behaviour of the regime in Cuba and its treatment of people, and it has little incentive today to change that", he said.

Obama's opening to Cuba, negotiated in secret with the help of the Vatican and which culminated in a presidential trip to Havana in March 2016, was regarded by his administration as one of its signature foreign policy achievements, ending an embargo of more than a half century, which had failed to produce a softening of the communist regime. The Trump administration started a Cuban policy review in February, which included several cabinet agencies that will develop regulations to enforce the White House's Cuba policy.




Trump is set to announce the new policy towards Cuba from Miami, Florida, home to the large community of Cuban exiles who fled their country after the 1959 revolution.

The secretaries of commerce and treasury will be responsible for crafting and implementing the new regulations, so the changes won't come immediately.

U.S. President Donald Trump is expected to announce a rollback of measures implemented by Barack Obama in the countries ties with its neighbor Cuba on Friday. The policy will not directly talk about flights and cruises.

As reported by El Nuevo Herald's Nora Gámez Torres this week, "Cuban dissidents of various political stripes agree that the United States must make changes to apply pressure to the Raúl Castro regime".

"It would be exceedingly disappointing to see the progress that has been made in the last two years halted and reversed by the administration". Marco Rubio (R-Fla.).

His backers, including prominent Miami Cuban-Americans, implored the Trump administration to give existing policy more time to play out.
