Conservatives are demanding greater cuts to benefit programs such as food stamps, but are meeting resistance from other Republicans, including Agriculture Committee Chairman Mike Conaway, R-Texas, who are balking at politically hard cuts to the program and the possibility of cuts to farm programs.

Conservatives are pushing for several hundred billion dollars in mandatory savings cuts through reconciliation, with House Freedom Caucus members saying the Budget Committee's latest offer of $200 billion in cuts over 10 years is not enough to win their support.

The House Budget Committee is unlikely to unveil a fiscal 2018 budget resolution until after the Independence Day recess as Chairwoman Diane Black continues to struggle to marry competing interests on using the reconciliation process to cut mandatory spending.

Though the House Budget Committee has agreed to a budget blueprint that would provide a boost to defense funding, negotiations for a final deal have stalled over cuts to mandatory spending and the panel is eying continued debate after the July 4 recess, according to sources. One emerging number is $200 billion, up from a previous $150 billion.

Centrist GOP Rep. Charlie Dent of Pennsylvania told reporters that setting $150 billion as a goal in deficit savings was aggressive but attempting to go beyond that number hurt the chances for the party to get tax reform done.




"It has to be linked to tax reform, because we believe tax reform is going to happen", Jordan said in an interview.

Freedom Caucus leaders said June 27 they want assurances that Ryan's preferred way to offset much of the costs of a tax overhaul-a border adjustment tax-is off the table. The budget doesn't identify the specific cuts, but rather would ask various committees to reach the target deficit reduction numbers.

"50 billion is a lot of money", he said.

House Budget Committee Chairman Diane Black has forged an agreement with the Armed Services panel to increase the Pentagon's budget by nearly $20 billion above President Donald Trump's request, with another $10 billion in war costs tacked on.

Under the budget framework, domestic spending would be set at $511 billion, a significant increase above the Trump budget's $462 billion request but less than what was passed in last year's omnibus spending deal.

Others, such as Jeb Hensarling, R-Texas, the conservative chairman of the House Financial Services Committee, are eager to cut.

"We're going to keep marking", said Oklahoma Rep. Tom Cole. But ultimately the path forward on a budget involves a deal with the Senate on either repealing, suspending or busting the spending caps in the Budget Control Act, he said. "One's going up, the other's coming down - I hope everybody is ready to vote for the omnibus in December when that comes rolling around".
