Past year new inquests found the 96 had been unlawfully killed.

Further more she added that "In order to prosecute this matter, the CPS will need to successfully apply to remove the stay imposed by a senior judge (now retired) at the end of the 1999 private prosecution when David Duckenfield was prosecuted for two counts of manslaughter by gross negligence previously".

British Prime Minister Theresa May says this is a "day of really mixed emotions" for families of 96 soccer fans killed in the Hillsborough disaster.

However the families of the victims expressed concern that only eight officers were being considered for prosecution by the CPS.

Former Sheffield Wednesday secretary Graham Mackrell is charged with three offences relating to health and safety at sports grounds.

Norman Bettison - A former officer with South Yorkshire Police and subsequently Chief Constable of Merseyside and West Yorkshire Police, Bettison has been charged with four offenses of misconduct in public office relating to telling alleged lies about his involvement in the aftermath of Hillsborough and the culpability of fans.

Duckenfield was the SYP match commander for the 1989 FA Cup semi-final between Nottingham Forest and Liverpool at the stadium in which 96 Liverpool supporters died as a result of a crush on the Leppings Lane terrace.

He is charged with doing acts with intent to pervert the course of public justice relating to material changes made to witness statements.

Families of those killed in the April 1989 disaster are gathering in the northwestern English city of Warrington on Wednesday to be told of the decision by prosecutors.

Sue Hemming, Head of the CPS Special Crime and Counter Terrorism Division, said: "Following our careful review of the evidence, in accordance with the Code for Crown Prosecutors, I have decided that there is sufficient evidence to charge six individuals with criminal offences". The victims were smashed against metal anti-riot fences or trampled underfoot.

At the time, hooliganism was common, and there were immediate attempts to defend the police operation and assign blame to the Liverpool fans.

The original inquest verdicts of accidental deaths were quashed in 2012 following the publication of the Hillsborough Independent Panel report.

There are 23 suspects, including individuals and organizations, that could face charges. But the families challenged it and pressed for a new inquiry.

Former South Yorkshire police officers Donald Denton and Alan Foster, have both been charged for their role in perverting the course of justice along with Metcalf.
