The chief minister said the Mumbai civic body is also coming up with a procedure under which building permissions will be issued without delay.

The Congress leader added that Municipal Corporation is responsible for taking care of the buildings in bad conditions. Fire fighter Ganesh Khandge and his associate also suffocated owing to gas leak while trying to rescue a woman.

Devendra Fadnavis, chief minister of the state of Maharashtra, also visited the site and asked municipal officials to file a report on the incident. Sunil Shitap Nursing Home construction is the root cause of the building collapse. Among the victims were three-month-old Renuka Thak and one-and-a-half year old Krishu Dongre.

One of the most deadly incidents occurred in 2013, when an illegal structure in Thane - not far from Mumbai - collapsed, killing more than 70.
