Cambodia Says Southeast Asian Nations Unhappy Over North Korea's Missile Tests

Vietnam alongside other countries also appealed to the partner countries and the worldwide community to continue to support the efforts of ASEAN and China to fully and effectively implement the Declaration on the Conduct of Parties on the East Sea and push for early and result-oriented negotiations for an effective and legally-binding Code of Conduct of Parties on the East Sea. ASEAN failed to issue its customary statement on Saturday because of what diplomats said was disagreement about whether to make oblique references to China's rapid expansion of its defence capabilities on artificial islands in disputed waters. For the first time, they underlined the importance of nonmilitarization and self-restraint in conducting activities by all claimants, including those mentioned in the Declaration on the Conduct of the Parties in the South China Sea. He was apparently referring to the United States, which China has, for the longest time, accused of meddling in what it says is an Asian dispute that should be resolved only by the countries involved.

Japan's Defense White Paper reads that Beijing has been trying to change the status quo in the East and South China Seas based on its own claims, and this has become a common concern for the region and the whole world. Neither China's defence ministry nor its foreign ministry immediately responded to a request for comment.

Cayetano admitted that the Philippines was among the countries that did not want to include criticism on China's land reclamation and militarisation in the Spratlys in the joint communiqué issued by Association of Southeast Asian Nations (Asean) foreign ministers after their meeting in Manila earlier this week.

China's approach to working with the other ASEAN countries is dismissive at best.

Prior to the signing of the framework and the holding of the ASEAN 50th founding anniversary, the Chinese government reminded ASEAN journalists that outsiders should not meddle in the South China Sea territorial dispute.
