Event set to memorialize woman killed by Minneapolis police

The father of an Australian woman shot to death by a Minneapolis police officer responding to her 911 call said he was "crushed by sorrow" a week ahead of what would have been his daughter's wedding.

Damond recounted how his fiancee would get up each morning and free write anything that came to mind, and how she was an inspiration to those around her.

Those attending are encouraged to honor Justine Damond by wearing blue, one of her favorite colors.

"The night of July 15, Justine went into that back alley, back lane, because she wanted to help somebody in need", he said.

'I can just feel her basically saying "why are you guys being so serious?",' friend Rosie McGowan said.

"We should be walking arm-in-arm down the streets smiling and laughing", he told hundreds of people gathered at the Lake Harriet Band Shell.

An Australian flag stood prominently on the stage next to a large colour photo of Damond bordered in pink and white flowers.

"Officer Harrity has provided a statement to agents with the BCA about the details of the shooting of Justine Ruszczyk [Damond], but as of this time Officer Noor has not", the search warrant reads.

Damond was engaged to be married in August.

"You have stolen my daughter and ripped her from my arms", he said, referring to the officer who shot Ms Damond.

The search warrant application was filed Thursday by an agent with the Minnesota Bureau of Criminal Apprehension. It's the latest piece in an outgoing attempt to determine the exact series of events on July 15 after Noor, who fired the fatal shot from inside a police squad, declined to interview with the BCA. Noor shot through the open driver-side window from the passenger seat and fatally struck the Australian bride-to-be. Minneapolis police officers are now required to have their body cameras on when they respond to calls and make traffic stops.

Justine's relatives and friends also held a private service this week at Lake Harriet Spiritual Community, where she regularly led meditation.

"Justine should not have died", said John, who flew from his home in Australia for the evening gathering in Minneapolis.
