Under the newest health care bill which could come to a vote next week, some states including North Carolina stand to lose a lot of federal dollars. States would either have a per-person cap on federal Medicaid funding-which would likely lead to stricter eligibility requirements or curtailed benefits-or be given the option for a "block grant", or a set amount of money that it receives to pay for people on Medicaid. More than 40 percent of the state's population - or about 900,000 low-income adults, children and disabled individuals - is now covered by the joint federal-state health care program.

Mr Cassidy denied Mr Kimmel's characterisation of his bill, saying "what is being circulated is by those that wish to preserve Obamacare, and they're doing everything they can to discredit the alternative".

However, as Kimmel said on Tuesday night, while the bill says those with pre-existing conditions can not be blocked from getting insurance, it does allow states to get waivers to vary premiums based on someone's health - so the premiums would likely be unaffordable.

Meanwhile, Martinez's stance on the Graham-Cassidy bill also aligns her - at least for now - with the state's two Democratic U.S. senators, Tom Udall and Martin Heinrich. He says his premiums went from $450 to $1,500 a month in the first year of the health care law. A spokeswoman for McConnell said it's the Kentucky Republican's "intention" to bring the bill up for a vote next week.
