Most of the crimes in 2016 were motivated by the victim's race or ethnicity, not by religion or sexual orientation. The second most common place for a hate crime previous year was on or near roadways, suggesting road rage was a factor. More than 15,000 law enforcement agencies provided data for the report.

Anti-Jewish hate crimes alone made up 54.2 percent of religious hate crimes, compared to 51.3 percent in 2015.

"Having [a hate crime law] in our statute would allow prosecutors to seek higher penalties for hate-motivated criminal acts which have a greater effect on the safety and well-being of the public at large", Curry said in a statement".

"There's a unsafe disconnect between the rising problem of hate crimes and the lack of credible data being reported", said Anti-Defamation League CEO Jonathan A Greenblatt, who called for an "all-hands-on-deck approach" to address underreporting. Also, approximately 84 percent of 4,100 known offenders were 18 years of age or older.




In releasing the figures, the Federal Bureau of Investigation said hate crimes remain the "number one investigative priority" of its civil rights unit and pledged to continue collecting data on the problem. Some of those hate-crimes involved Muslins, Jews, and members of the LGBT community.

According to the report, there were 6,063 single-bias incidents involving 7,509 victims of which approximately 59 percent were targeted because on racial, ethnic and/or ancestral bias; 21 percent because of religious bias, 17 percent on sexual orientation bias, 2 percent on gender identity bias, 1 percent on disability bias, and 0.5 percent on gender bias. As many as 62 percent of those hate crimes targeted gay men.

Over the past year, HRC has been calling on the Trump administration to do more to respond to hate crimes.

"The Department of Justice is committed to ensuring that individuals can live without fear of being a victim of violent crime based on who they are, what they believe, or how they worship", Sessions said. Most of the crimes came in the form of intimidation, assault, or vandalism. Attorney General Jeff Sessions has said it would be a top focus of his Justice Department.
