Also making the rounds on America's collective conscious is a video of what appears to be a mentally ill woman wearing only a thin gown having been momentarily dumped out in the freezing cold by staff at a Baltimore hospital.

The chief executive of a Baltimore hospital has apologized after a woman was discharged, wearing only a gown and socks, at a bus stop at night.

Baraka comments it was just 30 degrees out as he filmed himself leading the woman to a seat at the bus stop. Baraka urges her to sit at the bus stop, where two plastic bags full of the woman's belongings lie on the ground next to a pair of shoes.

His daughter, Tabatha Ryberg, said she spent the final years of her high school career caring for her father, who suffered a skull fracture and remained in a coma for weeks after the accident. The New York Times first began writing about the issues in the 1870s when private hospitals were sending patients to the city's public hospital, according to a 2011 report in the American Journal of Public Health.

"We share the shock and disappointment of many who have viewed the video showing the discharge of a patient from the Emergency Department of UMMC Midtown the night of January 9", they wrote.

It wasn't immediately clear what happened to the woman after she was driven back toward the hospital. He continues to have mobility and memory problems, she said, and he lost his job as a laborer at an engineering firm.




Earlier, the center said in a prepared statement that the incident was "not representative of our patient-centered mission". Baraka called 911 that night and stayed with the woman for several minutes encouraging her until help arrived.

The hospital stated that they "failed" in their treatment.

The city of Los Angeles began a crackdown on hospital dumping about a decade ago after several incidents there, particularly along Skid Row, where numerous city's homeless people live.

One of the men replies it was "due to the circumstances of what happened".

He said he remains concerned for the woman and has sought out her mother and also spoken with the hospital CEO since then about the steps they promised to take in light of what happened. "Do you need me to call the police?" he asks.

In the Baltimore case that went viral this week, much remains unknown: Who the woman is, why she was hospitalized, what led staff to discharge her when she appeared to be incoherent, and where she is now. "You must do better".

"I saw the unthinkable, another human in a wheelchair being wheeled out in the dead of cold", he said in a phone interview, describing below-zero temperatures and a cold wind blowing at her hospital gown and exposing her to the elements. "We are taking this matter very seriously, conducting a thorough review, and are evaluating the appropriate response, including the possibility of personnel action".
