"I was really looking forward to facing Issa-one-on one".

The former chairman of the House Oversight Committee narrowly won re-election in 2016 - by just 0.6 percentage points against Democrat Doug Applegate - and was widely considered the most vulnerable incumbent in the House going into the 2018 election.

A bipartisan group of USA senators met with administration officials on Tuesday to discuss drafting legislation to spend $1 trillion on improving the country's infrastructure, a goal that President Trump made a priority in the 2016 elections.

His decision not to seek another term makes him the second swing-district California Republican to retire in the past week.

"I really believe he ... cared", said Johnson, a Republican.

On the other side, the mailer goes on to say, "We can't trust Holly and Dunn to support President Trump's immigration policies in Georgia".

Issa, 64, began serving in Congress in 2001. He presided over contentious hearings into the attack on the U.S. embassy in Benghazi, Libya, and on the Internal Revenue Service's targeting of conservative groups.

Republicans in Virginia's House began the session Wednesday with a 51-49 majority after winning a two-month recount battle in one district and staving off legal actions from voters in another. The result was important because a win by Simonds would leave the chamber with a 50-50 tie meaning Democrats and Republicans would have to work out a power-sharing plan.

Although he's leaving Congress at the end of the year, constituents of the 49th congressional district may not have seen the last of Issa, as he foreshadowed at the end of his Wednesday statement.

Those activists have protested weekly outside Issa's Vista, California, district office - leading to a unusual scene in May in which Issa stood on his rooftop, looking down at the protesters below.

Both California Republicans are victims of the changing political demographics of the state.

Along with Nelson, other Republicans whose names have been floated as potential candidates include former Assemblywoman Ling Ling Chang, former Orange County GOP chairman Scott Baugh, former state senator Bob Huff and Orange County Supervisor Michelle Steel. Hillary Clinton won Issa's district in 2016 by more than seven points, although Mitt Romney had beaten Barack Obama there by a similar margin in 2012. Royce, a 13-term incumbent, represents a district where Clinton won by almost 10 points in 2016.

Under California's election rules, known as the "jungle primary", the two candidates who advance to a November runoff are the top vote-getters regardless of party.

Aside from the mass exodus of Republicans from the House, President Donald Trump's abysmal approval rating, as well as Democrats' double-digit advantage on the generic congressional ballot, make Republicans' chances in the 2018 midterm elections look grim.
