United States updates threat assessment for Pakistan, other countries

India is in level two where U.S. citizens are required to "exercise increased caution due to crime and terrorism".

"Indian authorities report rape is one of the fastest growing crimes in India". Some people would have no second thoughts of traveling to Iran, for example, which is rated Level 4.

The new advisory has come days after the United States chose to cut down $225 million military aid to the country.

"Travel to all areas of Afghanistan is unsafe because of high levels of kidnappings, hostage taking, suicide bombings, widespread military combat operations, landmines, terrorist and insurgent attacks, including attacks using vehicle-borne or other improvised explosive devices (IEDs)", says the advisory for Afghanistan.

State Department Officially Debuts New Travel Advisory System The new-tiered system was launched on Wednesday in an attempt to make it easier for American travelers to understand security threats overseas.

In place of the previous system of alerts and advisories, the new ratings establish advisory levels (reminiscent of the now-defunct Homeland Security Advisory System) which correspond to escalating levels of insecurity.

"US citizens who travel overseas should always have a contingency plan for emergency situations", the advisory said. The State Department noted that there "are no US government restrictions" in tourist areas in both those states, including Ensenada, Rosarito, Tijuana, Cabo San Lucas, San Jose del Cabo and La Paz. It also listed many regions in the country, such as Balochistan, Khyber Pakhtunkhwa and the Federally Administered Tribal Areas (Fata), under the most risky Level 4 category. Azad and Jammu Kashmir (AJK) is also listed in this category "due to terrorism and the potential for armed conflict". "Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets and shopping malls and local government facilities".

If a country is ranked at a level two - "exercise increased caution" - or above, the score will be accompanied by a reason for the increased risk. Meanwhile, No. 3 advisories suggest travelers reconsider trips to designated locations, while No. 4 recommends against travel. "In the past, there have been large-scale terrorist attacks resulting in hundreds of casualties", the State Department advisory said.
