Sen. Jeff Kruse resigns after misbehavior investigation

Although Kruse signed on February 8, it won't take effect until March 15, according to Sen.

Kruse will resign formally on March 15, but he has agreed not to return to the Capitol.

Sen. Jeff Kruse, a Roseburg Republican, announced his resignation Thursday, following an independent investigation that found he had sexually harassed and inappropriately touched a number of women in the state Capitol.

The inquiry into Kruse detailed several allegations that he subjected two female senators to unwanted touching and gave lingering hugs to many women.

By delaying his resignation until the end of the lawmaking session, Kruse will continue receiving his base pay and $142 per diem.

Gelser recounted a moment on the House floor back in 2011 when Kruse leaned onto her back and put his hands and arms down her shoulders and across her breasts.

"Senator Kruse's behavior is not acceptable in the Capitol or any workplace, and he should step down", Brown said in a statement.

Kruse said in his resignation statement Thursday, "For civil rights to be meaningful, there must be civil rights for all people, including the right to fundamental fairness for persons accused of harassment".

Rubanoff wrote that while Kruse engaged in a pattern of conduct that was offensive, "I do not believe that Senator Kruse is a bad person, or that he has meant to hurt or offend anyone".

Now, a four-member Committee on Conduct will consider the report and make a recommendation that Kruse be reprimanded, censured, expelled, or that no action be taken.

Senate President Peter Courtney, a Democrat, said the resignation by the long-serving Republican ends a hard chapter for the Legislature but the discussion on ending harassment must continue.

Kruse, a Republican from Roseburg, Oregon, had been stripped of his committee assignments by the Senate president late a year ago because of the complaints. "However, today I tender my resignation so my colleagues may focus on serving Oregonians without distraction", Kruse said in a statement on Thursday.

"Thank you to the fearless women who came forward with their reports of harassment".

State Sen. Jeff Kruse, seen here during a 2014 legislative committee hearing, has voted against indoor smoking bans. Steiner Hayward filed a complaint November 21. The senators sought Kruse's expulsion from the Senate after a confidential, informal complaint process in 2016 failed to change his behavior.

"There is a longstanding pattern of Senator Kruse engaging in unwelcome physical contact toward females in the workplace, including Senator Gelser and Senator Steiner Hayward, and that he stubbornly refused to change that behavior after being warned about it in March 2016".

A representative for Kruse did not immediately respond to HuffPost's request for comment.

Burdick said the accounts by multiple female lawmakers, staff members and interns in an independent investigation report released Wednesday were "devastating". "It was past time for Sen".

"He has been a true advocate for his district and rural Oregon".

"As we move forward", she added, "we must work to provide a safe work environment for all".

Kruse said representing the residents in the counties of Curry and portions of Coos, Douglas, Josephine and Jackson had been the "greatest honor" of his life.

But he won't step back into the state Capitol until a special conduct committee convenes later this month.

In October, The Oregonian/OregonLive was the first news outlet to report that Courtney, the Senate president, removed Kruse from his committee assignments because he'd been accused of inappropriate touching.
