The Government Is Voting On a Bipartisan Spending Bill

The shutdown happened even as a bipartisan spending bill that would have averted it awaited a vote in the Senate.

In a further sign of Congress' inability to get basic work done, the House on Tuesday had to approve another stopgap bill to keep the federal government from shutting down. If a proposal can garner 60 votes, it will pass the Senate but face an uncertain fate in the future.

"It accomplishes what so many of us had been fighting for", said House Speaker Paul Ryan. "Now, we have Republicans hand-in-hand with Democrats, offering us trillion dollar deficits".
