Though brief - the government had reopened before most people had arrived to work on Friday, hours after the shutdown began - the timing of the shutdown was unsafe, coming soon after another massive sell-off on USA markets reflecting investor nerves about the U.S. economy.

Trump appeared to take note, and urged voters to elect more Republicans.

The bill's fate in the House had been far from certain.
