Trump signs off budget deal as USA government reopens

Just hours after the House of Representatives passed a historic $400 billion budget agreement in the early hours Friday morning, President Trump signed the bill into law; funding the federal government for an additional two-years and averting a second 'Schumer Shutdown'.

While the spending bill's funding for the Pentagon has delighted the national security wing of the party, fiscal conservatives are up in arms about ramifications for the nation's debt.

It was not so long ago that Republicans were willing to shut down government, risk a first-ever default, push dramatic budget cuts and even back a constitutional amendment to balance the budget - all in the name of reducing the deficit and getting spending under control.

Trump sought to address both camps on Twitter Friday, lamenting that the package contained "waste" in order to win Democratic votes - while vowing to pursue talks on the Obama-era Deferred Action for Childhood Arrivals program. Ryan has promised to bring up an immigration bill "that the president will sign", which fell short of demands from Democrats.

The Republican budget deal with Democrats raises spending by $300 billion - roughly $165 billion in military spending and $131 billion to domestic spending.

In doing so, he forced the vote procedurally to occur after 1 a.m. ET on Friday, after government funding expired.

The massive two-year budget deal proposed by Senate leaders Wednesday raises budget caps by $300 billion in the next two years, increases the debt ceiling and offers up nearly $90 billion in disaster relief for hurricane-ravaged Texas, Florida and Puerto Rico. A last-minute maneuver by Sen. Rand Paul prevented the deal from advancing Thursday.




Missing the midnight deadline technically triggered a shutdown, but it could be brief.

Eventually, the Senate voted for the bill and sent it to the House, where 67 Republicans in the GOP-controlled chamber voted against the plan and 73 Democrats voted in favor of the bill.

Republicans were sheepish about the bushels of dollars for Democratic priorities and the return next year of $1 trillion-plus deficits.

"I think the spending in this is reckless and irresponsible", said Rep. Thomas Massie, R-Ky., a conservative who is backed by the tea party. Senate Republicans have pledged to hold a separate immigration debate this month. "There aren't a whole of history books about great points in the U.S. Senate".

If the measure passes in the wee hours of the morning, the government would open in the morning on schedule, said John Czwartacki, spokesman for the Office of Management and Budget, the agency responsible for coordinating any shutdown.

"Now we have Republicans hand in hand with Democrats offering us trillion-dollar deficits", he said.

Ryan made a public pitch for votes on February 8, emphasizing the increased funding for the Pentagon to assuage the concerns of Republicans who said they would vote no because the plan also raised spending on domestic programs.
