Democrats see partisanship in GOP Pennsylvania district map

The Pennsylvania state legislature has produced a new map for the state's congressional districts, after the state Supreme Court concluded the old map unlawfully favored Republicans over Democrats.

Senate President Pro Tempore Joe Scarnati released the map on his website, and outlined how the map falls in line with state constitutional guidelines.

"I don't know how many districts Trump won" or how any district performed for any candidate, Crompton said.

House speaker Mike Turzai said " we got input from our members, and from Senate members, on the Republican side, and together the Republican Senate and the Republican House have submitted a map". "The districts limit splits dramatically". Currently, the district snakes through five counties. "Confusion for voters has been minimized", Crompton said.

Wolf's spokesman said the governor and his redistricting team will review the map, adding that an update before Monday was unlikely. Democratic appointees have a 5-2 majority on the court.

Under terms of a January 22 court order, Democratic Gov. Tom Wolf has until Thursday to tell the justices if the General Assembly has produced a map he supports. Legislative leaders, meanwhile, may try to put the map up for a vote before Thursday.

They argued that violated the court order's discussion of "enactment of a remedial congressional districting plan".

Pennsylvania's Republican-crafted 2011 map has resulted in a 13-to-5 Republican edge in Pennsylvania's congressional delegation for the past three elections.

It was, instead, submitted by the top Republican in each chamber of the GOP-controlled legislature.

The decision by the Democratic majority on the court to throw out the map has raised Democrats' hopes that different districts could help them flip enough seats to retake the majority in Congress. "A 9-9 balance in a state like this would be fairest".

The new plan includes 15 split counties and 17 split municipalities, Scarnati said.

This would establish the necessary legal precedent that would endure at least through the next redistricting (since the court's makeup is not likely to change). If the governor and the legislature can not agree on a new map by February 15, the state Supreme Court will generate its own. It will be used for the May 15 primary, but not for the March 13 special election to fill a vacant congressional seat in southwestern Pennsylvania.
