Florida Governor Signs Package Of New Gun Restrictions

Scott said the measure addressed all of the issues highlighted by the tragedy.

Student activists from the school where the shooting took place followed the bill's track closely and called it "a baby step".

The organizers of Wednesday's walkouts at Smith and Weaver have some differences in their messages and plans but fit into the trend of high school students demonstrating as part of the national conversation after the February 14 school shooting at Marjory Stoneman Douglas High School. When Florida senators met over the weekend in a special session to consider the legislation, the Senate version included deputizing 10 teachers in every school, which meant about 37,000 educators could have carried guns on school grounds.

Speaking on behalf of the 17 families, Tony Montalto, whose 14-year-old daughter, Gina, was killed, called the new law the "beginning of the journey" to prevent "future acts of horrific school violence".

The organization also contends federal law already prevents many Americans 21 or younger from buying certain types of guns.

Also, a measure in the bill will allow teachers within a district that has opted into the teacher-arming provision to carry weapons.

The NRA suit, filed in the Northern District of Florida, focuses on the part of the law that raises the minimum age to purchase a firearm to 21 from 18.

"It's nowhere near what we want, but it's progress and uplifting to see". Parkland shooting survivors are promoting two other dates: March 24, a Saturday, for marches in D.C. and across the country, and school walkouts on April 20, the anniversary of the 1999 school shooting in Littleton, Colorado.

From Arizona to Washington, young people walked out of schools in support of Marjory Stoneman Douglas High survivors who mobilized behind an emotional movement calling for a ban on weapons such as the one used to kill their friends and teachers.

Giffords, a gun regulation group founded by former congresswoman Gabrielle Giffords, D-Ariz., has been running an ad in Florida, in advance of Scott's campaign launch, that accuses the governor of "putting the gun lobby ahead of our safety". "At the end of the day, we'll be left with a really good gun-control, gun-reform bill in the state of Florida", Moskowitz said.

Broward County Public Defender Howard Finkelstein, whose office is representing Cruz, said the plea was withdrawn in hopes of avoiding the possibility of the death penalty.

"I ask that you not only vote yes but do so proudly because I think that this is a budget that has everyone in the chamber's fingerprints on it", he said.

"I know the debate on all these issues will continue, and that's healthy in our democracy".

The House vote came after nearly seven hours of debate, during which the Republican majority defeated each Democratic-sponsored amendment to the bill. Florida's teachers' union and the National Rifle Association are opposed. She objected to the new waiting period, age limits and the bump stock ban. It would create new mental health programs for schools and establish an anonymous tip line where students and others could report threats. Such protocols are near-universal among USA law enforcement agencies.

Under the voluntary program, teachers who "exclusively perform classroom duties" won't be allowed to carry guns unless they have military or law enforcement experience or teach a Junior Reserve Officers' Training Corps program.

Surrounded by family members of the 17 people killed in the Valentine's Day shooting, the GOP governor said the bill balances "our individual rights with need for public safety". Prosecutors have not announced a decision.
