In some areas, water levels reached above the first floor of buildings, Howard County Fire and EMS said. Its location in the Patapsco River Valley and its position on a granite bedrock make it susceptible to flooding "with terrific force", Mr. Miller said.

Flooding on Main Street in Ellicott City swelled to the point that it nearly reached the top of a stop sign, the Baltimore Sun reported.

Significant flash flooding has led to several water rescues.




440 PM - **FLASH FLOOD EMERGENCY** has been issued for Ellicott City in Howard County, Maryland. No injuries have been reported.

Heavy flooding has been reported on Main Street-that's the same street where flash flooding turned the street into a deadly river in July 2016.

But the Maryland city around 13 miles west of Baltimore was hit Sunday by flooding that was even worse than 2016. One sight during the flood: a handmade, white flag hung from an upper story of a Main Street building bearing the letters SOS.

Emergency management officials urged people to avoid downtown Ellicott City. A spokeswoman in Baltimore County said the fire department has received dozens of calls about cars stuck in high water and flooded basements. At 5:30 p.m., the agency declared a flash food emergency. She said that this flood looks a lot worse than the flood nearly two years ago.
