Virginia's lawmakers have taken a step closer to expanding Medicaid.

The budget passed by lawmakers Wednesday includes $3.5 million for the state to hire a consultant to help with the waiver, which must be submitted to the federal government for review within 150 days of the budget becoming law.

Northam has pushed for the expansion of the program, which would extend Medicaid benefits for adults up to 138% of the federal poverty level.

But several Republican senators remained strongly opposed, saying Medicaid costs would eventually overwhelm the rest of the state's budget needs for schools and public safety. Virginia is poised to become the 33rd state, in addition to the District of Columbia, to expand its Medicaid program under the law. Like an increasing number of states being encouraged to move in this direction by the Trump administration, Virginia's Medicaid expansion will include some work and cost-sharing requirements for beneficiaries.




Senate passage came by a 23-17 vote with four Republicans joining Democrats for passage. While voters called health care a priority in exit polls, some Senate Republicans blamed the GOP losses in November on an anti-Trump wave, not pro-Medicaid fervor. "While no compromise is ideal, it is a true bipartisan effort that will make our communities healthier, and I'm grateful to the legislators and Governor Northam who are working tirelessly to get it over the finish line", said Virginia Sen. Rick Santorum, R-Pa., who left office in 2007 and ran unsuccessfully for the presidency in 2012 and 2016. In a Senate meeting room, he warned that Obamacare could be killed by Congress.

"This is a great day for the Commonwealth, especially those almost 400,000 Virginians who will now have access to affordable healthcare".

The House passed a budget with Medicaid expansion in April - a reality many advocates likely couldn't have predicted years ago. Expansion supporters waited in the hallway outside, their signs reminded individual senators of the percentages of voters in their districts who favor expansion.

Capitol Police had to separate the two factions when they got into a shouting match, a rarity in the marble corridors where a staffer regularly scolds anyone who speaks above a whisper.

In a floor speech, he also noted the tone of the debate, calling the "verbal abuse" he took from groups backing the measure.

"In the years I have been in the Senate, I have never been treated more disrespectfully by some of these advocacy groups", he said in a lengthy floor speech.
