Trump Signs Defense Spending Bill Giving 2.6% Pay Raise to US Troops

President Trump signed the National Defense Authorization Act Monday afternoon, approving a military spending budget of $717 billion in 2019 and a 2.6% pay raise for military personnel across the board.

Trump said that Patton's words "still ring true", noting that the American military was the most powerful in the world. It also authorises a 2.6 percent pay raise for troops, the largest in almost a decade, as well as boost the size of the Navy and the ranks of the military by 15,600 active-duty troops.

Trump has lifted an earlier ban on USA companies selling to ZTE, allowing China's second-largest telecommunications equipment maker to resume business and putting him at odds with both Republican and Democratic lawmakers.

Leaders of USA intelligence agencies have said they are concerned that ZTE, Huawei Technologies Co Ltd and some other Chinese companies are beholden to the Chinese government or Community Party, raising the risk of espionage.

"Despite being a native New Yorker, since you took office, you have attacked our healthcare, passed a tax law that punished NY in order to fund corporate tax cuts, ripped immigrant New Yorkers from their families, launched an assault on our environment, and undermined the basic values on which this state and this nation were built", he said.

The president continued to praise American armed forces, saying "no one on earth can match the strength of the USA military".

The bill represents a $82 billion funding increase for the Department of Defense over the current period, including a $617 billion Pentagon budget, $22 billion for the nuclear weapons program and $69 billion for USA military efforts overseas.

While this bill doesn't outright ban either company from United States infrastructure, it could have a major impact by forcing the many, many companies that want to work with the government to pick other suppliers and remove the Huawei and ZTE components they're already using.

Some lawmakers wanted to reinstate sanctions on ZTE for illegally shipping products to Iran and North Korea.

Critics say such a move would play into the hands of North Korea and China, . which wish to see US troops removed from near their border. The bill authorizes $716 billion in funding.
