Following a midterm election that saw them lose all statewide offices, Wisconsin Republicans began drafting a plan to hamstring their newly-elected Democratic rivals.

The vote came after the state House of Representatives on Wednesday passed a bill that would allow lawmakers to sidestep the attorney general in litigation involving the state.

The GOP lame duck power grab continued Thursday evening as Republicans in the state House passed legislation created to strip power from incoming Democrats on the Michigan State Board of Education.

Democrats question the timing and counter that the legislation is an unconstitutional overreach.

The pre-existing conditions measure failed after all 15 Democrats in the Senate and two Republicans voted against it.

The incoming Democratic governor of Wisconsin says he will make a personal appeal to outgoing Republican Gov. Scott Walker to veto legislation that weakens the new administration's powers.




Kaul vowed to withdraw Wisconsin from a multi-state lawsuit that seeks a repeal of the Affordable Care Act, known commonly as Obamacare. The legislation, ultimately, could make it harder for future Democratic election wins.

Republicans who control Michigan's Legislature are expected to vote on bills that would strip power from the Democratic secretary of state-elect and give lawmakers authority to intervene in lawsuits.

"You're here because you don't want to give up power", Democratic Assembly Minority Leader Gordon Hintz said as debate concluded in that chamber. The legislation also shields the state jobs agency from his control until September and cuts into the powers of the incoming Democratic attorney general.

Also Wednesday, the House voted 58-50 for legislation that would empower the Legislature, House or Senate to intervene in any suit at any stage, a right already granted to the attorney general.

The legislature passed the bill as an election fraud investigation is under way into a absentee ballot scheme in a US congressional race in the state.

The changes would also weaken the governor's ability to put in place rules that enact laws.

The bill is part of a package of Republican lame-duck legislation created to weaken Evers and incoming Democratic Attorney General-elect Josh Kaul.

When both take office in January Wisconsin will experience the first divided government in 10 years.
