Catholic Church says it knows DRC poll outcome, urges truth

The church, a powerful voice in the heavily Catholic nation, deployed some 40,000 electoral observers but could not say who the clear victor appeared to be, as Congo's electoral regulations forbid anyone but the electoral commission to announce results.

President Donald Trump announced that 80 United States troops were deployed to Libreville, Gabon, in Africa, to provide security for Americans and "diplomatic facilities" in Congo.

"These deployed personnel will remain in the region until the security situation in the Democratic Republic of the Congo becomes such that their presence is no longer needed".

But if CENCO's count points to a victory for an opposition candidate, it could set up a standoff with outgoing President Joseph Kabila's ruling coalition, which has insisted its man is poised to win.

France requested the meeting, which was scheduled for 15:00, as world powers await results from the landmark vote held last Sunday.

Leading western powers on Tuesday called on the Democratic Republic of Congo to restore internet access, which operators say was cut on government orders a day earlier following presidential elections.

Mende said the government had cut the Internet until the election results were published to stop the opposition, journalists and others on social media from publishing fake results that could spark violence.




The opposition says the delay could be used to manipulate vote totals.

Opposition fears are running high that the result will be rigged to favour Kabila's preferred successor, Emmanuel Ramazani Shadary.

Also Friday, Congo's election commission scolded the Catholic church for saying its data show a clear victor in Sunday's presidential election, asserting that the announcement could incite an "uprising". It also said that 27 per cent of polling stations opened late and that 18 per cent had problems with malfunctioning electronic voting machines.

The statement also refers to the election observers the National Episcopal Electoral Conference of Congo (Cenco) and an alliance of citizens' observer missions, Symocel.

Elections to succeed him were delayed several times before they finally took place on 30 December.

Kabila's government refused to accredit election monitors from the European Union and the US -based Carter Center, which said there were widespread irregularities in the 2011 election.
