White House says tax ‘refunds will go out’

"They're actually still right now working on the tax returns getting them prepped getting them ready and to the point of being able to release funds they're just not able to release funds until the government shutdown is over", says Shelby Dahl, general manager at Liberty Tax Service.

"Tax refunds will go out", acting director Russell Vought told reporters at a Monday briefing.

Officials say decisions are still being worked out for IRS staffing and the start of tax filing season.

In 2018, the IRS paid more than $212 billion in refunds in the first three months of the year, an average of nearly $2,900.

If you visit the Internal Revenue Service website, you'll see an alert that reads, "Due to the current budget situation, all IRS offices are closed".

However, with the IRS short-staffed during the government shutdown, many Virginia families are at risk of receiving a delayed return that could impact their personal finances. Within the first week of the 2018 filing season, more than 18.3 million people claimed about $12.6 billion in refunds.




USA residents are required to file tax papers by 15 April and can later receive refunds from the government based on income. They passed two bills meant to fund most of the government while leaving room to debate border security; their bills did not include money for the wall.

By the end of November 2018, the IRS had processed over 154 million tax returns.

This afternoon reporter Paula Reid confirmed with White House officials that tax refunds will go out.

Perhaps worst of all for taxpayers is that the IRS' contingency plan for "lapsed appropriations" (i.e., a government shutdown) classifies "issuing refunds" as a "non-excepted activity" - meaning that processing refund payments is not deemed essential and therefore may not be attended to while the shutdown remains in effect. President Donald Trump has said he's unwilling to reopen the government unless it includes funding for a border wall between the United States and Mexico. The state is waiting for the shutdown to end before accepting tax returns. If the tax filing season opens later than last year-on January 29, 2019-please explain the delay and whether the lapse in government funding played a role.

Tax refunds do not come from money appropriated by Congress but the salaries of the IRS workers do come from Congressional appropriations, which is why employees typically do not work during government shutdowns.
